IT Cloud FinOps Analyst

Duties

The position is located in the IT Service Operations Directorate and supports the Cloud Program Initiative within the Office of the Chief Information Officer (OCIO). The incumbent reports to the IT Supervisory Cloud Specialist and provides Cloud Finance and Development Operations (FinOps) analysis while engaging with a wide range of stakeholders to promote a culture of cost accountability and awareness for the Library’s cloud
consumption. The position provides primary support of systems financial modeling, budgeting and forecasting, consumption analysis and tooling to report show back and analytics, and capacity management.
While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials.

Leverages cloud architecture and design industry best practices to provide review and validation of cloud services that have been implement for existing projects. Research cloud services for future business requirements and provide recommendations and pricing estimates for implementation within an approved Cloud Service Provider. Conduct periodic reviews of current application accounts within existing Cloud Service Providers to ensure cloud governance standards are in compliance. Provide monthly reporting on cloud compliance findings and track mitigations. Propose suggestions and best practices to optimize the agency’s cloud presence, performance, security, and associated costs. Coordinates with cloud vendors to support operations and to resolve technical issues. Reviews architectures and supports future cloud initiatives within the agency. Leverages knowledge of programming languages to support the development of dashboards and methods of analysis to monitor, and report on the agency’s consumption of cloud and related services to proactively identify opportunities for optimization.

Leverage cloud architecture and design industry best practices to provide analytics and cost analysis for current and future close based workflows. Analyzes cloud spend trends, opportunities for savings, and offer advisory services in order to provide specific improvement recommendations. Monitor current cloud workloads for efficiency of service deployment and make recommendations to maximize cloud spending to meet mission goals.

Works with associated cloud focused officials on the creation and maturation cloud governance, contracting, finance and standard operating procedures. Creates and develops required documentation and training to support building a robust FinOps practice (i.e., policies, processes, presentations). Provide monthly tracking and reporting of current cloud expenditures and contract executing cloud services within the Library of Congress.

Performs contract analysis activities related to the significant acquisition of IT goods and services with a focus on cloud services. Monitors fixed-price contracts but may include other contract types, such as cost-plus-fix-fee, cost-plus award-fee, and time and material with moderate to high dollar values. Monitors vendor service delivery and performance through direct observation, written and verbal communications, and the review of vendor provided deliverables in accordance with terms and conditions of the contract.

Participates in post-award meetings to review contract milestones, responsibilities, and status. Provides appropriate documentation in support of contract modifications or adjustments to the contacting officer. Understands and conveys to contractor standard contract terms to include Contract Line-Item Numbers (CLINs), shipping, delivery, and invoice instructions. Reviews and authorizes payment of invoices. Requests that contract options be exercised or modifications be made to contracts. Closes out contracts and disposes of COR files pursuant to Federal Acquisition Regulation (FAR) and Library of Congress guidance. Resolves procurement and administration problems of a complex nature and resolves problems or issues, which may impact other procurements.

Facilitates high-level agency meetings, both externally and internally. Prepares conferences and briefings. Organizes background materials and conducts research on current technologies including development operations and security, cloud technologies, cloud computing architecture, recent computing trends and familiarity with enterprise architecture and enterprise application integration.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule.

This is a non-supervisory, bargaining unit position.
